Whisk together soy sauce, rice vinegar, chili garlic sauce, honey, and dried ginger. Pour over chicken in the slow cooker.

Whisk together tapioca flour with 2 tablespoons of water until smooth. Mix into slow cooker contents.

Cover and cook on high for 3 hours or on low for 6 hours.
